Constitution and Bylaws

  • Name: The name of this organization is Malaria Philatelists International.

  • Purpose: The purpose of this organization is the following:

    • Further the collection and study of philatelic material relating to malaria treatment, control, personalities, events, and its medical, socioeconomic, cultural and geographic history.

    • Support and promote all local, national, and international events and activities which advance interest and enhance the prestige of philately in general and topical or thematic philately in particular.

    • Encourage the exhibition of malaria related topical and thematic philatelic collections.

    • Create a malaria stamp handbook that will consist of all aspects of 'malaria on stamps' including philatelic items such as essays, proofs, stamps, EFOs, FDCs, commercial covers, postcards, and any other interesting malaria items.

  • Organization:

    • Membership: This club is free and open to all people looking to join.

    • The Officers of Malaria Philatelists International includes a President, Vice President, and a Secretary-Treasurer.

      • The President

        • The President will preside at the meetings of the club.

        • The President will form needed Committees.

        • The President will have general supervision of all officers and Committees.

      • The Vice-President

        • The Vice-President will serve as an adviser to the President;

        • The Vice-President will perform the Presidential responsibilities when the President is absent or unable to serve.

      • The Secretary-Treasurer

        • The Secretary-Treasurer will keep all records of the membership.

        • The Secretary-Treasurer will keep all records of the meetings.

        • The Secretary-Treasurer will preserve and disburse all funds of the organization.

    • There are 2 Committee positions to assist the Officers in operation of the organization.

      • The Webmaster will organize the website in regards to content and organization of the content, publish the Miasma and send email notices when the Miasma is ready for viewing; collect online membership forms; create and manage online auctions; publish online exhibits of members.

      • The Malaria Catalog Organizer will design, develop and organize the malaria catalog; define the scope of the catalog in regards to philatelic and non philatelic items such as proofs, essays, postcards, etc; define the scope of the catalog in regards to issues and topics such as malaria stamps, malaria doctor stamps, and swamp stamps.

  • Operation:

    • The organization operates only for non-profit purposes (although not a 501C) and no net earnings will benefit any individual. Any revenue generated will go to the cost of the website, mailings, and the malaria catalog. The organization is not an actual non-profit organization and therefore donations are not tax deductible. Donations are not actually needed as the web-master pays for the web site service.

    • Elections for offices will be held when there is enough interest for someone to volunteer for a position.

      • Officers are not limited to a finite number of consecutive terms in the same office.

    • The affairs of the Officers and all Committees may be held by email, or in person at a formal meeting.

      • The President will call and preside over meetings of the Officers and establish the agenda through email.

      • The Secretary-Treasurer will notify all Officers members of the agenda items for discussion through email.

      • Three Members of the Officers and/or Committee members must be attending the meeting (or on the email thread) and a simple majority vote will carry the issue.
