Wilkinsburg Stamp Club Souvenir Sheet - Update

I was going through my duplicate stamps and covers so that I could send some items to an MPI member. I saw in my binder a Vario page with a Wilkinsburg Stamp Club souvenir sheet (Original article (with information on the inverted blue): Wilkinsburg Stamp Club Souvenir Sheet). I was about to turn to the next page because the collector has the sheet and the inverted blue variety but then I noticed ...

The red and the blue were both shifted to the left. I took out the souvenir sheet and with a normal souvenir sheet next to it, I scanned them at 300 DPI. I looked at the differences and did some measurements within Photoshop. The red color is used in 7 different places and they are all shifted to the left as would be expected. The red and blue are shifted to the left .18 centimeters as compared to the 'normal' sheet (I will call it 'normal' or 'example' as I have two of these without a shift and without the inverted blue so these are what I am using for reference).

*** Notes on my measurements. I scanned items at 300 DPI and then within Photoshop, I magnified the image 400% in order to get the most accurate measurements. There is of course some blurring when the images get magnified. Also, when different colors meet, sometimes it is hard to tell exactly where it changes and best guesses are needed.

I measured the difference between the word 'WHO' and the word 'GETS'. The normal sheet has .20 centimeters in between and the shifted sheet has .38 centimeters. By measuring other distances, I confirmed that all of the red is shifted .18 centimeters to the left.

I then measured the difference between the blue text and left edge of the bottom perforation. The normal sheet has .06 centimeters in between and the shifted sheet has .24 centimeters. The blue is shifted .18 centimeters to the left also.

I then noticed that everything on the shifted sheet seemed to be off center including the text within the whole souvenir sheet. I then measured the distances between the words on the left and the right of the sheet to the edges of the souvenir sheet. The words on the left 'UNDER AUTHORITY OF' are .36 centimeters from left on the normal sheet and the words are .56 centimeters from left on the shifted sheet.

This left me with two measurements. One measurement for the full souvenir sheets to make sure they were both the same which they were the same at 8.3 centimeters by 12.7 centimeters. The second measurement would be the red from the edge of the souvenir sheet. The distance between the left edge of the red H in the word HEALTH to the left side of the souvenir sheet. The normal sheet has a distance of .75 centimeters and .81 centimeters on the shifted sheet.

Conclusion. I am not sure at this point. Looking for help from the members of the MPI or anyone else that might be able to help. How was this sheet printed? In what order were the colors printed? Were there larger sheets of multiple souvenir sheets printed and then cut which is what allowed the red and blue to be shifted the same amount to the left? ...

MPI Member John Hotchner has two other EFOs of this souvenir sheet and they are stunning. The first sheet has the red shifted down .16 centimeters. The second sheet has the red shifted up .27 centimeters and also has the red shifted down at a 1 degree angle.
